Kazahaya no Sato (かざはやの里)
The garden lies within the Ise Onsen Golf Club, spread across a steep hillside of approximately 70,000 square meters. Gardening work is carried out daily for 650 plum trees, 1,800 wisteria vines, and 75,000 hydrangea bushes.
As Japan’s first flower garden to adopt horticultural well-being, Kazahaya no Sato offers a therapeutic floral landscape that harmonizes well-being and the environment. Beautiful seasonal flowers can be enjoyed in winter, spring, and summer. Take a leisurely stroll accompanied by the calls of wild pheasants and Japanese bush warblers.
The Plum Festival at Kazahaya no Sato
Held every year from early February to late March (depending on the weather), the Plum Festival takes place at the flower garden “Kazahaya no Sato” -Kappa no Furusato-, which combines welfare and the environment.
The garden sits on the banks of Kazehayaike, a 3.8 km-long pond connected to Tōdō Takatora, and known as a place where Oda Nobukane set up camp during a battle. It is located within the Ise Onsen Golf Club in a hilly area of about 70,000 ㎡.
People with physical disabilities who use the facilities of the social welfare corporation Seijukai collaborate on daily gardening work for:
- Wisteria: 10,000 m2 (10 types 1,800)
- Hydrangea: 33,000 m2 (31 types 77,700 shares)
- Plum: 25,000 m2 (46) (555 seeds)
As Japan’s first flower garden incorporating horticultural welfare, you can see a “healing flower landscape” where welfare and the environment come together, with flowers blooming beautifully in spring, summer, and winter.
The facility also offers dog-friendly features such as dog runs and shooting spots for dogs. Plum blossoms, wisteria, hydrangea, and flower viewing can be enjoyed over a long season.

Anyone can enter the flower garden regardless of golf play. Those who have practiced course play and at-bats at the Ise Onsen Golf Club can visit the flower garden for free.

Plum Festival
Visitors can enjoy red and white plum blossoms set against green grass, with 650 plum trees of 45 species—ideal for an early-spring trip. Walk among the lawns and blossoms and appreciate the beauty of each flower. In late March, “Goshiki Ume” blooms, where a single flower becomes a red-and-white flower.
Kazehaya Pond
In October 1935, Emperor Suinin made one of the 800 irrigation ponds nationwide, and it remains one of the prefecture’s leading water resources for fields. Later, Tōdō Takatora named it “Kazehaya Pond”, taking “Kazehaya” from the land where he worked on irrigation projects.
Horticultural welfare
Staff of the social welfare corporation Seijukai obtained horticultural welfare accreditation from the NPO Japan Horticultural Welfare Promotion Association, and throughout the year they work together with people with disabilities in the flower garden to fertilize, prune, and weed ume, wisteria, and hydrangea.
