No. You hold your own park tickets and Premier Access — Disney sells them only through its official channels. Your travel designer advises exactly which Premier Access to buy and when to buy it, and your day plan sequences those windows so you spend the least time waiting.
Can Japan Royal Service book Disney's official Private VIP Tour?+
No — per Disney's terms it is bookable only by the guest staying in a qualifying suite, through Tokyo Disney Resort's own channels, and no third party can book it on your behalf.
